Overview
One recognized approach to improving the quality of recommendations and decision making is through the use of deliberation. Deliberation enables exchange between those deliberating through participatory processes that emphasize reasoning for the purposes of deepening the understanding of, or providing critical insight into, differences between participants, including how these might be resolved. Deliberative processes consist of procedures, activities, and events that support deliberation in HTA.
A joint Task Force was established by HTAi and ISPOR to provide comprehensive guidance to enable HTA bodies to better incorporate stakeholder perspectives and contextual factors, leading to more legitimate, equitable, and effective health technology decisions in diverse healthcare settings.
Purpose
To provide clear, actionable guidance for designing and implementing deliberative processes within HTA aimed at improving HTA decision-making through structured, participatory dialogue, fostering inclusivity, transparency, and evidence-based reasoning among all stakeholders.
