A Bold and Timely Theme: HTA As A System Shaper
Health systems worldwide are under unprecedented pressure. Rising costs, rapid technological change, climate impacts, and declining public trust are challenging long-standing ways of making decisions. Against this backdrop, the HTAi 2026 Annual Meeting asks a critical question: What role should HTA play in shaping the systems of tomorrow?
The 2026 theme, “HTA As A System Shaper,” reflects a shift in thinking. HTA is no longer viewed solely as a technical exercise focused on individual technologies. Instead, it is increasingly recognized as a strategic, evidence-to-policy process that can influence governance, prioritization, equity, sustainability, and long-term system resilience. The Annual Meeting challenges participants to think beyond assessments and toward action— exploring how HTA can guide systemic change in diverse contexts around the world.
A Plenary Program Designed to Go Deep— and Move Forward
The Plenary program is intentionally structured as a journey, moving from vision to action to implementation.
Plenary 1: HTA As A Shaper of Tomorrow’s Health Systems
This opening plenary sets the stage, exploring why HTA must evolve. Drawing voices from across the health ecosystem, including policy-makers, payers, innovators, academics, patients, and citizens, it examines how HTA can embed equity, trust, and sustainability into decision-making while anticipating future pressures through foresight, horizon scanning, and system-level thinking.
Plenary 2: From Evidence To Impact – HTA Driving Changes In Systems
Plenary 2 focuses on what is already happening. Through concrete examples from both established HTA systems and emerging contexts, this session highlights measurable, real-world impact: changes in policy, access, prioritization, collaboration, and system design. The emphasis is on outcomes: what shifted, who benefited, and what lessons can be transferred across settings.
Plenary 3: The How of HTA – Methods, Tools, And Capacity For System Shaping
The final plenary delivers the how. It explores the methods, tools, institutional frameworks, and capacity-building strategies that enable HTA to move from reports to sustained change. Topics include methodological innovation, environmental sustainability, governance, financing, and context-sensitive capacity building, ensuring the conference closes with a practical roadmap for action.
