A Strategic Plan is a critical tool that defines an organization’s purpose, priorities, and intended impact. For HTAi, it provides the framework to remain aligned with the needs of the global HTA community and responsive to a rapidly evolving health and policy environment.
The 2025–2027 Strategic Plan introduces a shift from a traditional long-term model to a shorter, two-year cycle. This approach reflects the increasing pace, complexity, and unpredictability of the global context in which HTAi operates. In this environment, a more agile and time-bound plan allows for continuous engagement, responsiveness, and refinement based on emerging priorities and stakeholder input.
The Plan is designed as a transition point between past achievements and future direction. It emphasizes both accountability for delivering outcomes and the need for greater flexibility to reflect and adapt as conditions change.
The Plan sets out five core pillars of strategic focus: Scientific Exchange, People, Capacity Building, Advocacy, and Global Reach.
Each pillar defines a domain of activity that reflects HTAi’s role as a convener, knowledge broker, and global collaborator. The operational approach—Convene, Listen, Connect, Adapt, Support—underpins all activities and guides the implementation of time-bound priority actions.
The consultation process for the draft Strategic Plan will run for three months. Stakeholders will be invited to provide feedback through multiple channels, including:
- A survey open for the duration of the consultation period
- Regional webinars hosted across six global regions
- Meetings with the Legacy Advisory Council, Interest Group Chairs, and PFAC
This consultation phase is a key step to ensure the final Strategic Plan reflects diverse perspectives across the HTA community and is positioned to address global challenges with clarity, purpose, and adaptability.
